The Sapphire Cub is a Jewelcrafting-crafted battle pet known for having the highest speed stat of any non-Flying pet in the game, obtainable by learning the recipe from specific Mists of Pandaria content or purchasing the crafted item from the Auction House.

Obtain the Jewelcrafting Recipe
The 
Design: Sapphire Cub recipe can be found inside 
Treasures of the Vale, which is rewarded from the last daily quest of the day. It can also drop from opening a chest using an 
Ancient Guo-Lai Cache Key, or from looting a 
Serpent's Heart.
Craft or Buy the Cub
Once a Jewelcrafter has the recipe, they can craft the 
Sapphire Cub item, which is tradeable and can be listed on the Auction House. Be aware that learning the item will always grant an Uncommon quality pet regardless of the item's Rare quality, so purchasing a Rare quality version directly from the Auction House may be more cost-effective than crafting and upgrading with a battlestone.
Understand Pet Combat Stats
The Sapphire Cub ties with the Cheetah Cub and Zergling for the highest speed stat among non-Flying pets, reaching 390 speed at max level in Rare quality. This high speed comes at the cost of low health, making the pet less durable in battle. Its mix of Beast and Elemental abilities gives it effectiveness against both Critters and Mechanicals.
Tips
Newly created Sapphire Cubs are always Uncommon quality, so factor in the cost of a battlestone when comparing crafting versus buying a Rare version directly from the Auction House.
