Obtain the Design
The 
Design: Jade Owl can be found inside 
Treasures of the Vale from the last daily of the day, or by looting an 
Ancient Guo-Lai Cache Key. The recipe is also available from 
Serpent's Heart, added in patch 5.2.
Craft or Buy the Owl
Once you have the design, a Jewelcrafter can craft the Jade Owl. Alternatively, look in the Battle Pets section of the Auction House for a caged version rather than the Miscellaneous -> Companion Pets section, as the caged version lets you identify its breed before purchasing — the owl comes in three different breeds.
Upgrade to Rare Quality
Jade Owls are always Uncommon quality when crafted or learned, so applying a Battlestone to upgrade it to Rare is well worth it for serious pet battling, especially given its effectiveness against Aquatic-type pets.
Tips
The Jade Owl's Flying-type attacks are strong against Aquatic pets, while Aquatic attacks are weak against Magical pets, making this owl a reliable counter in pet battles involving Aquatic opponents.
