Whiskers the Rat is a pet obtained as a reward during Children's Week by completing orphan care quests.
Guide awaiting review
Start Children's Week quest
Visit the orphan shelter in the Valley of Honor for Horde or the Cathedral for Alliance during the first or second week of May. Pick up the quest from the Orphan Matron to begin Children's Week.
Complete orphan care tasks
Follow your assigned orphan child around and complete the quests they give you. The orphan will stumble after you as you help them through their tasks.
Return to Orphan Matron
Return the 
Orcish Orphan Whistle to the Orphan Matron and select the 
Rat Cage as your reward to obtain Whiskers the Rat.
Tips
Whiskers will randomly stop, flip over, and feign death to fool predators, making it the ideal choice for Hunters.
