Drops from Gaily Wrapped Present. During the majestic Winter Veil celebration, these faithful companions spread joy throughout the land. The rest of the year, they are busy. Humanoid type. Summoned via a Red or Green Helper Box, obtained on December 25th underneath the decorated trees in Orgrimmar and Ironforge.

Collect Your Present
On December 25th, loot the Gaily Wrapped Present from beneath the decorated trees in Orgrimmar or Ironforge. This present has a chance to contain a Red Helper Box or 
Green Helper Box, either of which teaches Winter's Little Helper when used.
Use Your Helper Box
Use the Red or Green Helper Box from your inventory to learn Winter's Little Helper as a Green quality Battle Pet; note that summoning her outside of the Winter Veil holiday will trigger one of her complaint emotes before she dismisses herself, though she remains usable in your battle pet teams all year round.
Battle With Your Helper
Winter's Little Helper is a Humanoid pet with Mech-focused abilities — after level 10, use Call Blizzard followed by Ice Lance spam for strong damage, and note that Ice Tomb cannot be dodged, blocked, or missed on cast, making it ideal to deploy after an opponent uses an ability like Cocoon Strike.
Tips
Ice Tomb only has a chance to be dodged or blocked upon detonation, not upon cast — timing it after your opponent burns their dodge ability guarantees the hit.
Her abilities before level 20 are heavily anti-Mech, so she underperforms against Critters at lower levels; however, as a Humanoid she takes reduced damage from Critter attacks, which offsets this somewhat.
You can upgrade her to Rare quality using a Battle-Stone if you want stronger stats for competitive pet battling.
