Travel to the Fields of Niuzao in Townlong Steppes and fish Crowded Redbelly Mandarin pools, where players have confirmed catching the Tiny Blue Carp as a secondary fish alongside the Redbelly Mandarin.
Use Ancient Pandaren Fishing Charm
Equip the 
Ancient Pandaren Fishing Charm while fishing Redbelly Mandarin pools, as at least one player confirmed receiving the Tiny Blue Carp as a secondary catch while using it with 630 fishing skill.
Check the Auction House
