Quest reward from Zoom!. You'll find him in his shell, exactly where a snail has to be! Critter type. This pet is only available during children's week. Don't bother looking for him the rest of the year.

Visit Orphan Matron Nightingale
Children's Week is the only time Scooter the Snail is available, so head to Orphan Matron Nightingale at 56.3, 54.12 and accept the Children's Week quest from her.
Summon Your Human Orphan
Use the 
Human Orphan Whistle you receive to summon your Human Orphan, which will give you 3 quests to complete: Malfurion Has Returned! (a quick trip to Darnassus), Cruisin' the Chasm (a quick trip to Westfall), and The Biggest Diamond Ever! (a quick visit to Ironforge).
Complete Stormwind Follow-Up Quests
After finishing the first three quests, two more open up in Stormwind: You Scream, I Scream (the vendor is outside the inn next to the mage tower) and Let's Go Fly a Kite (find the gnome vendor pushing his wheelbarrow along the waterfront around the Trade District).
Choose Scooter as Your Reward
Complete the final quest, A Warden of the Alliance, and select Scooter the Snail as your reward from the available choices.
