Vortex is a battle pet obtained by defeating the Vortex world boss as a Rare-difficulty enemy during the Cutting Wind world quest in the Forbidden Reach.

Travel to Vortex
Head to the Forbidden Reach and find Vortex at 18.34, 13.24. This enemy can appear as Legendary, Epic, or Rare difficulty — you must defeat it on Rare difficulty to receive the 
Air Storm Essence, which teaches the Vortex pet.
Weaken Vortex with Swoglets
Before engaging Vortex, defeat the Storm-Touched Swoglets in the small area around 18.34, 13.24 to reduce Vortex's difficulty from Legendary or Epic down to Rare. You can confirm Vortex has reached Rare difficulty by checking the color of the 
Flawless Elemental Battle-Stone shown on its nameplate when you target it. Note that this weakening is temporary and will expire, requiring you to defeat the Swoglets again — other players in the area also benefit from the weakening.
Defeat Rare Vortex
Once Vortex is at Rare difficulty, engage and defeat it. A reliable strategy is to use a Dream Whelping with Toxic Skin active, using Emerald Bite as a filler ability and Emerald Dream to heal. Alternatively, use three level 1 pets with Aquatic-type abilities, though be aware Vortex's first ability deals extra damage against Aquatic pets, so non-Aquatic pets such as two level 1 Playful Frostkin can also clear the fight.
