Find the Schematic
Head to the Arrangement Index in Zereth Mortis. Use a glider starting at 68.7, 30.11 and glide down toward the mount Synthesis Forge entrance. The 
Schematic: Terror Jelly is perched on top of one of the small pillars at the front of the forge entrance at 67.21, 32.6. Flying, a glider, or Door of Shadows can all be used to reach it.
Gather Required Reagents
Collect the three required crafting materials: 400x 
Genesis Mote, which drop from enemies all around Zereth Mortis; 1x 
Glimmer of Predation, which drops from rare jellyfish-style enemies in the zone; and 1x 
Aurelid Lattice, which drops from Aurelid mobs such as Overgrown Helicid, Accelerated Helicid, and Pureshell Helicid, and is also available on the Auction House.
Craft at the Repository
Bring the schematic to the Protoform Repository to learn the recipe, then use the Synthesis Forge with all three reagents in your inventory to craft your Terror Jelly.
Tips
The Aurelid Lattice is account bound but can be bought and sold on the Auction House, so purchasing one is a valid alternative to farming it.
