Sifang Otter
Source: Pet Battle. The sifang otter lives near rivers and is normally friendly and playful. Aquatic type. The best place to go hunting for your otter is the area around the Pools of Purity in the north of Vot4W.

Head to Pools of Purity
Travel to the Pools of Purity in the northern part of the Valley of the Four Winds. Both the pools themselves and the surrounding marshes have aquatic battle pets spawning on a relatively fast respawn timer.
Try the Yan-Zhe River
If you have no luck at the Pools of Purity, check the south edge of the Yan-Zhe River behind Stormstout Brewery, where Sifang Otters have also been found.
Kill non-capturable otters nearby
If you reach a spawn area and find only non-battle versions of the otter, try killing those regular otters — doing so has caused capturable versions to appear shortly after.
Tips
The Sifang Otter has available breeds including P/P, S/S, and H/H, so inspect the breed before capturing if you have a preference.
