Enter Lexical Grotto
Travel to the Gravid Repose area and enter the Lexical Grotto at 59.01, 81.82 in Zereth Mortis.
Reach the hidden schematic
Inside the Lexical Grotto, move to the second bookshelf from the entrance on the left side — 
Schematic: Shelly is hidden behind it at 57.92, 78.01. To reach it, use Door of Shadows, a warlock portal, 
Dimensional Enigmatic Footguards (from Cypher Equipment foot gear), or Dimensional Cryptic Grips from Zereth Mortis startup gear. Alternatively, go around the cabinet from the back to climb onto a side platform, jump from the edge onto the second shelf of the honeycomb, then jump once in place to rise above the texture and access the back of the shelf.
Craft Shelly at Synthesis Forge
Bring the schematic to the Synthesis Forge in Zereth Mortis and gather the required reagents — 400x 
Genesis Mote, which drops throughout Zereth Mortis.
Tips
You do not need to be a Venthyr to retrieve the schematic — several movement abilities and Zereth Mortis gear pieces can substitute for Door of Shadows.
