Visit Valadar Starsong
During the Lunar Festival, travel to Moonglade and find Valadar Starsong at 54, 35 to purchase the Lunar Lantern. The pet is only available in a B/B breed and requires a battle stone upgrade to reach higher quality.
Consider the Flash and Light combo
The Lunar Lantern is favored over similar pets like the Nordrassil Wisp because its third ability offers a standard magic damage option as well as an elemental attack alternative, giving more flexibility to burst down the current target compared to the Wisp's area-focused kit.
Tips
Flash reduces enemy accuracy and sets up a doubled-damage Light on the following turn, making the combo comparable to a short-cooldown Conflagrate paired with an accuracy debuff.
