Purchase the schematic from your Engineering Works building inside your garrison — Pozzlow for Horde or Zaren Hoffle for Alliance. If you do not have the Engineering Works building, Horde can buy it from Nik Steelrings in Warspear, Ashran, and Alliance can buy it from Sean Catchpole in Stormshield, Ashran.
