Reach Required Renown Levels
Progress your renown to level 2, then 5, then 16 with the relevant Dragon Isles factions, and stock up on 
Small Expedition Shovels — keep them in your bags at all times as you will need many.
Unlock Whelpling Treasure Maps
Have at least one character on your account reach Renown Level 21 with the relevant faction to unlock 'Jeweled Whelpling Treasure Maps' account-wide; after that, your Jewelcrafter only needs to learn the Designs.
Farm Ruby Gem Cluster Treasures
Use the Ruby Gem Cluster Map to locate and loot Gem Cluster treasures scattered across the Dragon Isles, which are guaranteed to drop the Jeweled Ruby Whelpling Design and the 
Glimmering Alexstraszite Cluster crafting reagent.
Craft the Jeweled Ruby Whelpling
Once your Jewelcrafter (Skill 50+) has learned the Design, craft the Jeweled Ruby Whelpling using 50x 
Glossy Stone, 1x Glimmering Alexstraszite Cluster, 2x 
Elemental Harmony, 2x 
Alexstraszite, and 1x 
Illimited Diamond.

If you do not have a Jewelcrafter, you can place a work order and provide all the reagents yourself to have another player craft it for you.
