Unlock the Whelpling Design
Jewelcrafters need to acquire the Design for the Jeweled Emerald Whelpling. Designs are guaranteed drops from Gem Cluster treasures found across the Dragon Isles. To access these treasures account-wide, at least one character on the account must reach Renown Level 21 with the relevant faction to unlock Jeweled Whelpling Treasure Maps — after that, your Jewelcrafter only needs to learn the Design itself.
Obtain the Glimmering Ysemerald Cluster
The 
Glimmering Ysemerald Cluster is a guaranteed drop from Gem Cluster treasures and is required for crafting. To find the Emerald Gardens treasure, first loot a 
Dragon Isles Supply Bag from Primal Proto-Drake and complete the item quest Funding a Treasure Hunt, then purchase 
Archeologist Artifact Notes from Cataloger Jakes to receive your first map. You will also need a

Gather Remaining Crafting Reagents
Collect all required reagents: 50x 
Glossy Stone, 1x Glimmering Ysemerald Cluster, 2x 
Elemental Harmony, 2x 
Ysemerald, and 1x 
Illimited Diamond. These reagents can also be sourced from other players or the Auction House if needed.
Craft or Work Order the Pet
Once a Jewelcrafter with Skill 50 has the Design and all reagents, they can craft the Jeweled Emerald Whelpling directly. Alternatively, Dragonflight's work order system lets any player deliver all the required reagents to a Jewelcrafter to have the pet crafted for them.
Tips
As a battle pet, the Jeweled Emerald Whelpling excels at both speed and durability — open with Jadeskin for damage absorption, apply Flame Breath as a damage-over-time effect, then use Crystal Prison or Nap Time to fully heal while the dot continues dealing damage.
There are 5 variants of Jeweled Whelplings corresponding to each Dragonflight; the Emerald variant is just one of them, so the same treasure-hunting process applies to obtaining the other Gem Cluster designs as well.
