Fel Lasher is a battle pet added in Patch 7.3 that Herbalism characters can obtain as a rare random drop while gathering herbs across the three Argus zones.

You need the Herbalism profession to have any chance at this pet. A skill level of 300 is sufficient, so any character with Herbalism trained to that level or beyond is eligible.
Herb Fel-Encrusted Nodes in Krokuun
Gather Fel-Encrusted herbs throughout Krokuun, as these nodes have a chance to drop the Fel Lasher alongside their normal yield.
Herb Fel-Encrusted Nodes in Antoran Wastes
Antoran Wastes also contains Fel-Encrusted herb nodes that can drop the Fel Lasher, making it another viable zone to farm.
Gather Astral Glory in Mac'aree
Harvest 
Astral Glory nodes in Mac'aree, which can drop the Fel Lasher along with occasional bonus items such as 
Primal Sargerite.
Buy from the Auction House
Because the Fel Lasher is cageable, it can be listed and purchased on the Auction House if you prefer to skip farming entirely.
Tips
The drop rate for the Fel Lasher was increased via a hotfix on September 19, 2017, so current odds are better than they were at the patch's original launch.
