The Pattern: Elekk Plushie is available from the Pet Battletaur at 52.4, 58.8. You must be an actual tailor to learn and use this pattern — a tailoring emporium in your garrison cannot craft this item.
Gather Hexweave Cloth
You need 50x Hexweave Cloth, which can be obtained either through work orders at a tailoring emporium in your garrison, or via a tailor's daily Hexweave Cloth cooldown — each requiring 20x 
Sumptuous Fur and 10x 
Gorgrond Flytrap per cloth.
Craft the Elekk Plushie
Once you have 50x Hexweave Cloth and 10x Sorcerous Earth, craft the Elekk Plushie at your tailoring crafting window; the pet is soulbound, so it cannot be traded or sold after creation.
Use Plushie in Pet Battles
The Elekk Plushie deals zero damage in pet battles, but its large health pool and magic typing make it useful as a swap-in pet to absorb heavy incoming hits — this is particularly relevant when working toward the An Awfully Big Adventure achievement, which requires defeating specific trainers with the Plushie on your team.
Tips
When tackling An Awfully Big Adventure, build a 2-pet strategy for each trainer fight that lets the Elekk Plushie absorb big hits using its large health pool and magic typing, rather than relying on it to deal any damage.
