Hyper-Compressed Ocean is a toy rewarded from completing the second part of the Secret Fish and Where to Find Them achievement series, which requires finishing part one first.

Complete Part One First
The Hyper-Compressed Ocean is the reward for part 2 of the Secret Fish and Where to Find Them achievement series, so you must complete part 1 before you can earn it.
Equip the Secret Fish Goggles
With the 
Secret Fish Goggles buff active, a small fish in a bubble will spawn within 40 yards of you every 25–30 seconds — find a flat, open area at 82.2, 73.2 in Ohn'ahran Plains to minimize obstructions like trees and rocks, then spin your camera to spot the bubble.
Click the Spawned Fish
After hearing the bubble sound, wait 5–10 seconds for the fish to become visible and clickable — you can click it while mounted and do not need to be in water; each click awards a random fish toward your achievement progress.
Use Your Toy
Once the achievement is complete and you receive the Hyper-Compressed Ocean, activate it to summon a fishing sphere usable anywhere in the game for 15 minutes with a 1-hour cooldown — the bobber always lands in the same spot, and any nearby player of either faction can fish from it regardless of group status.
Tips
The Hyper-Compressed Ocean can drop fish from every expansion, including pet fish like
Tiny Blue Carp, quest items like 
Flying Tiger Gourami and 
Mimic Octopus, formerly unsourced fish like 
Plated Darkfish, 
Coral Crusher, and 
Northern Icelip, junk like 
Broken Spurs, and supply boxes like 
Reinforced Crate — even while fishing indoors.The
