Scaley
Quest reward from Bonepicker. Saurolisk scales are a surprisingly flexible but durable material that are often used to reinforce or mend things that are broken or worn through. Dragonkin type. This pet can only be obtained during Children's Week. I didn't see anyone with the easy to use list, so here we go.
Scaley is a saurolisk battle pet obtained during the Children's Week World Event by completing the Alliance quest chain that starts in Boralus.

Visit Orphan Matron Westerson
During Children's Week, head to Boralus and find Orphan Matron Westerson at 48.16, 39.41. Pick up the 
Kul Tiran Orphan Whistle and begin the quest chain.
Complete Yo Ho, Yo Ho!
Travel south of Tiragarde Sound and use the Kul Tiran Orphan Whistle at 79.88, 82.71 to complete this quest step. You can use a hearth after visiting this location.
Visit The Squid Shrine
Head to eastern Stormsong Valley and use the Kul Tiran Orphan Whistle at 72.65, 50.00 to complete The Squid Shrine quest.
Complete The Mountain Folk
Travel north-east of Tiragarde Sound and use the Kul Tiran Orphan Whistle at 42.49, 22.58. Complete all pending quests once you are done here.
Complete Drustvar Quests
Head to Drustvar and use the whistle at 46.36, 44.71 for your first quest, then again at 36.12, 51.14 for the second Drustvar quest. Once both are done, return to Orphan Matron Westerson at 48.16, 39.41 in Boralus to turn in and choose Scaley as your reward.
Tips
The recommended flight path to reach Orphan Matron Westerson is Hatherford in Tiragarde Sound.
At the end of the quest chain you can choose between multiple pet rewards — select Scaley to add it to your collection.
