Guide awaiting review
Check Zektar's Visibility
Head to Spires of Arak at 52, 50.4 and check whether Zektar is visible. Zektar only appears after completing the quest The High Ravenspeaker as part of the Warlords of Draenor campaign — if you cannot see him, you will need to progress the Spires of Arak campaign quests until that quest is complete.
Purchase the Phoenix Ash Talisman
Once Zektar is visible at 52, 50.4 in Spires of Arak, purchase the
Phoenix Ash Talisman from him. The cost is 1x
Glittering Phoenix Ember, 10x
Sacred Phoenix Ash, and 20x
Inert Phoenix Ash. Note that the Glittering Phoenix Ember can only be obtained during Cataclysm Timewalking.
Gather the Turn-In Materials
Collect 15x
Smoldering Phoenix Ash and 20x
Ash Feather in addition to the Phoenix Ash Talisman already in your possession — all three are required to complete the turn-in quest.
Turn In to Tarjin
Find Tarjin the Blind at 16.16, 62.62 on the western coast of The Waking Shores and accept the quest Tale of the Phoenix. Tarjin will not offer this quest until you have the Phoenix Ash Talisman in your inventory. The turn-in can only be completed once per character, and rewards the Phoenix Wishwing.
Tips
The Phoenix Wishwing is cageable, meaning it can be listed and purchased on the Auction House if you prefer to skip the farming process.
