Drops from Al'ar. These brightly-colored dragonhawks carry Kael'thas' forces swiftly and unerringly through the nether storm surrounding the Eye. Dragonkin type. I can honestly say this probably has the worst moveset of any of the Raiding with Leashes II pets.

Brilliant Phoenix Hawk Feather.

Enter The Eye Raid
Travel to The Eye, the level 70 Burning Crusade raid, and locate Al'ar at 50.1, 58.7. Defeat Al'ar — you can solo this raid at max level — and loot the Brilliant Phoenix Hawk Feather to learn the Phoenix Hawk Hatchling.
Complete Raiding With Leashes II
The Phoenix Hawk Hatchling is one of the pets added in patch 5.3 that counts toward the Raiding with Leashes II: Attunement Edition achievement, which rewards 
Tito's Basket, teaching the pet Tito.
Choose Your Breed Carefully
The Phoenix Hawk Hatchling comes in S/S, H/B, and S/B breeds. The S/S breed is the strongest option, reaching up to 325 speed, but even so, this pet is considered to have one of the weakest movesets among Raiding with Leashes II pets, with no reliable nukes and support moves that don't synergize well with its stat spread.
