Nexus Whelpling
Source: Pet Battle. The runts of Malygos brood, these whelplings are prized for their boundless arcane magics. Dragonkin type. I have noticed that they only spawn with snow under them, never on rock or artificial structures.

Fly to Coldarra
Travel to Coldarra and begin orbiting the caldera. Two confirmed spawn locations are at 34.37, 26.66 and at 24.7, 31.38. Nexus Whelplings only spawn on snow-covered ground, never on rock or artificial structures.
Wait for a Spawn
Nexus Whelplings spawn slowly and rarely at any time of day, averaging one every 15 to 20 minutes. There is no way to force a spawn — simply continue circling Coldarra until one appears. They are the only battle pets that spawn in the caldera, so killing other pets will not affect the rate.
Battle and Capture It
Bring pets of approximately level 20 to battle successfully, as the Nexus Whelpling will be accompanied by a companion pet such as a Borean Marmot, Tundra Penguin, Shore Crab, or Tundra Hare. You must defeat both creatures for the capture to count. The Whelpling is caught at level 19, so nearly its full ability loadout is available immediately after capture.
Tips
A macro targeting 'Nexus Wh' can help you quickly identify and mark a nearby Nexus Whelpling before engaging it.
If the Nexus Whelpling you find is not rare quality, its companion pet — such as a Borean Marmot, Tundra Penguin, Shore Crab, or Tundra Hare — may still be worth catching while you wait for a better one to spawn.
A rare level 25 Nexus Whelpling is reported to be strong for farming Lesser Charms and Battlestones.
