Mr. Crabs is a battle pet obtained through the Children's Week world event by completing the Alliance quest line starting in Boralus.

Travel to Boralus
Find Orphan Matron Westerson at 48.14, 39.37 in Boralus. The nearest flight path is Hatherford.
Pick Up Children's Week Quest
Speak with Orphan Matron Westerson to begin the Children's Week quest chain and receive your 
Kul Tiran Orphan Whistle.
Complete The Mountain Folk
Head north-east of Tiragarde Sound and use your Kul Tiran Orphan Whistle at 42.60, 22.53 to complete The Mountain Folk quest.
Complete Yo Ho, Yo Ho!
Travel south of Tiragarde Sound and use your Kul Tiran Orphan Whistle at 79.74, 82.51 to complete Yo Ho, Yo Ho!
Complete The Squid Shrine
Head east into Stormsong Valley. Take the path at 45.42, 39.3 and use your Kul Tiran Orphan Whistle at 46.31, 44.77 to complete The Squid Shrine.
Complete Drustvar Quests
Turn in at your Orphan and pick up both Drustvar quests: complete Bird Friends by using your whistle at 35.99, 51.23, then follow the road from Fallhaven for Shapeshifters!
Return to the Orphanage
Return to Orphan Matron Westerson in Boralus at 48.14, 39.37 and use your whistle to complete the quest chain. You can then choose Mr. Crabs (
Sandy Hermit Crab Shell) as your reward, or alternatively 
Beakbert or 
Slimy Pouch.
