Lofty Libram is a wild pet found in Dalaran Crater in the Eastern Kingdoms that you must battle rather than simply kill to obtain.

Travel to Dalaran Crater
Navigate to Dalaran Crater in the Eastern Kingdoms and look for Lofty Libram spawns, particularly in the southern-most area of the crater and around the bubble near abandoned homes at 31.8, 40.1 and 31.78, 40.36.
Battle the Lofty Libram
Engage Lofty Libram in pet battles rather than killing it, as battling the pet increases spawn rates compared to simply defeating them in combat.
Hunt during Feast of Winter Veil
Return during the Feast of Winter Veil event, as increased zone population from players hunting The Abominable Greench in Hillsbrad Foothills boosts the respawn timer for Lofty Libram.
Tips
Lofty Libram does not fly on flying mounts and remains ground-based like other ground pets.
