Gurgl is a murloc battle pet obtained by completing a questline that begins in Legion Dalaran and ends with a pet battle against Trainer Iris Greedsway.

Speak with Breanni in Dalaran (Legion) to begin the questline leading to Gurgl

Complete Pets Detective
Use the 
Find-A-Spy in the marked areas, then follow the cat and talk to the Suspicious Onlooker, Precocious Onlooker, and Farsighted Onlooker.
Complete Pet Up
Fly to the non-instanced Eye of Azshara south of Dalaran, go to the marked area, and use the 
Lovely Pet Bandage on the NPCs there.
Complete The Coast is Clear
Click Speedy IV near you and use the abilities in this order: Spin 'N Stun, Dart, then Heal — then collect 10 pet supplies scattered in the area.
Complete Paw Patrol
Kill pirates in the area to loot the 
Violetsail Pet Cage Key and use it to open the cages.
Defeat Trainer Iris Greedsway
Challenge Trainer Iris Greedsway to a pet battle — her team consists of one magic pet, one flying pet (Hornswoggle), and one humanoid pet (Gurgl). Three 
Iron Starlettes are a reliable team for this fight.
Rescue and Claim Gurgl
After defeating Iris Greedsway, click on Gurgl behind her to rescue him, then return to Breanni in Dalaran to receive Gurgl as your reward.
Use Magic Pet Mirror
Equip Gurgl and use the 
Magic Pet Mirror, then /dance to show off your new murloc companion.
Tips
The supplies in The Coast is Clear can be collected without Speedy IV if a crocolisk reveals your position first.
The entire questline can be completed within a single Dalaran Hearthstone cooldown.
