Complete War Campaign Prerequisites
Before you can pursue Feathers, you must complete both the 8.0 and 8.1 War Campaign quest lines, which award the Ready for War and Tides of Vengeance achievements for your faction.
Pick Up the Breadcrumb Quest (Horde)
Horde players can pick up the breadcrumb quest 'Whatever Happened to Grizzek Fizzwrench?' from Gallywix aboard his boat at the docks in Dazar'alor.
Pick Up the Breadcrumb Quest (Alliance)
Alliance players need the quest 'Whatever Happened to Saffy Flivvers?' from Kelsey Steelspark, but if you have already completed the Battle of Dazar'alor raid and killed King Rastakhan, this triggers the 8.1.5 War Campaign involving Kelsey, which blocks her from offering the quest until you complete that next War Campaign segment first.
Emote Feathers After Obtaining
Once you have Feathers, you can target him and use /whistle to make him perch on your shoulder, a feature added in patch 8.2.
