Crackers
Quest reward from Fit For a Pirate. They say Fleet Admiral Tethys was never without his trusty parrot by his side - or on his shoulder. Tethys could always call him with a whistle. Flying type. is obtained after completing the Rogue only quest . This quest is available after you finish the Broken Shore campaign.
Crackers is a parrot companion pet obtained by Rogues through the quest Fit For a Pirate, part of the post-Broken Shore Rogue Order Hall campaign, though once unlocked any class can summon and interact with him.

Begin Rogue Order Hall Campaign
Start the post-Broken Shore continuation of the Rogue campaign at your Rogue Order Hall. Maiev Shadowsong can be found at 44.6, 63.4 to help you progress this campaign.
Complete Fit For a Pirate
Complete the quest Fit For a Pirate to add 
Crackers to your pet collection. This quest is part of the Rogue campaign chain and cannot be completed on other classes.
Summon and Whistle at Crackers
Summon Crackers, target him, then type /whistle — he will land on your shoulder and grant you the Crackers buff. He stays on your shoulder while mounted and in combat, and you can even engage in a pet battle using him while he simultaneously sits on your shoulder.
Stack Your Bird Collection
With Crackers on your shoulder, you can summon a second pet to follow you while also getting Pepe on your head, allowing you to have three birds accompanying you at once. Crackers pairs thematically with 
Sharkbait's Favorite Crackers, 
Cap'n Crackers, and 
Petey from Pirate's Day.
Tips
Right-clicking off the Crackers buff, summoning him as your active companion pet, or dying will remove him from your shoulder.
Once unlocked on a Rogue, any class can summon Crackers and use /whistle to place him on their shoulder, but the pet is not tradeable so a Rogue must do the unlocking.
