Enter the Scenario
Enter the Deaths of Chromie scenario and take the leftmost portal, 'The War for Andorhal', to begin farming Sands of Time.
Unlock the Andorhal Portal
Kill Emeraldine Plume to collect 24 
Emeraldine Plume and Emerald Lashers to collect 30 
Twisted Fiber, then combine them into 3 
Nightmare-Catchers to enter the Emerald Nightmare and defeat all 6 Dream Tormentors (2 per Ancient).
Defeat Thalas Vylethorn
Defeat Thalas Vylethorn at the skull/hand statue to obtain the 
Gleaming Chronoshard, which starts a quest that unlocks the Andorhal portal back at Wyrmrest Temple.
Farm Sands of Time
Use the Andorhal portal to farm 8–12 Sands of Time in roughly 2–3 minutes; Sands of Time can contain a Time-Lost Wallet, which has a chance to drop the Bronze Proto-Whelp.
One Wallet Per Day
Only one Time-Lost Wallet drops per character per day, so once a wallet drops, switch to an alt and repeat the scenario on that character to maximize your daily attempts across multiple toons.
Tips
The
Ageless Bronze Drake also drops from the Time-Lost Wallet, so each wallet has a chance to yield either of the two pets.Player reports suggest the drop rate from the Time-Lost Wallet is closer to 4% rather than the listed 40%, so expect multiple days of farming.
