The 
Vulgarity Arbiter is a toy sold by a vendor in Shadowlands that requires Exalted reputation with the Avowed to use.

Reach Exalted With Avowed
You must be Exalted with the Avowed faction before you can use the Vulgarity Arbiter — the reputation requirement is enforced at the point of use, not purchase.
Purchase and Use the Toy
Once purchased, place the Vulgarity Arbiter on the ground and interact with it to receive a dialogue offering two atonement options: pay 
0.25 Gold to atone for a minor vulgarity and gain 1 stack of the "Vulgarity Penance" buff, or pay 1 Gold to atone for an especially vulgar word and gain 4 stacks — the buff lasts 1 hour, the toy disappears after use, and the money is not refunded.
Tips
The Rapid Recitation Quill, the other Avowed toy, has no reputation requirement to use, so any player can benefit from it without grinding Avowed reputation.
The stacking "Vulgarity Penance" buff is visible to others, making this toy a fun gimmick to use during raids.
