Complete Secret Fish of Mechagon
To unlock the goggles, you must first earn the Secret Fish of Mechagon achievement by catching secret fish across Mechagon. Catch rates are approximately 1%, so expect extended fishing sessions. Confirmed fishing locations include: 
Tasty Steelfin at 47, 37; 
Bottom Feeding Stinkfish at 79, 49; 
Pond Hopping Springfish at 65, 32; 
Shadowy Cave Eel at 59, 24; 
Sludge-fouled Carp at 65, 51; 
Spitting Clownfish at 83, 72; and 
Mechanical Blowfish at 25, 77. You do not need maximum Kul'Tiran or Zandalari fishing skill. Upon catching each fish, you will auto-accept a quest to deliver it to Danielle Anglers at 37, 47.2 in Mechagon — if the quest does not auto-accept, right-click the fish in your inventory to start it manually.
Purchase Goggles From Vendor
Once you have the Secret Fish of Mechagon achievement, visit Danielle Anglers at 37, 47.2 in Mechagon and purchase the Secret Fish Goggles. The toy is automatically added to your Toy Box upon purchase — you do not need to click it. Note that Danielle Anglers will not sell you the goggles if a copy already exists in your bags or bank, so delete or sell any existing pair before buying.
Tips
The aura granted by the Secret Fish Goggles has a 1-hour duration and a 1-hour cooldown, meaning the buff can be kept active at all times as long as it is not removed early.
The goggles' aura persists through death and is visible to other players, including in raids.
Three coastal fish — including
Energized Lightning Cod — can be caught near Danielle Anglers at 36.18, 49, though they can likely be caught anywhere along the coast of Mechagon island.
