Magical Saucer is a toy sold by the vendor Uthel'nay in the Hall of the Guardian, the Mage class order hall, and requires completing a lengthy series of Mage-specific progression steps before it becomes available for purchase.

Reach Level 110
You must be playing a Mage — the Hall of the Guardian is the Mage class order hall exclusively. Reach level 110 to begin the required progression chain.
Complete the Mage Campaign
Complete the Mage Class Campaign to unlock the third relic slot. You do not need to complete the two dungeon quests, do Pillars of Creation, or finish all Order Advancement upgrades.
Unlock Broken Shore Quests
Unlock and complete the Broken Shore introductory quests. After finishing the Mage Campaign and the Broken Shore intro quests, the Breaching the Tomb quest line will become available.
Upgrade Artifact Knowledge
Upgrade your Artifact Knowledge to at least level 25, which is required before you can empower your artifact weapon.
Empower Your Artifact Weapon
With Artifact Knowledge at 25 and your weapon at level 34, start the empowerment quest. Your weapon must reach level 35 to complete it.
Complete the Broken Shore Campaign
Complete the full ongoing Broken Shore campaign, which includes Champions of Legionfall and Breaching the Tomb. This campaign takes an estimated 11 weeks from the 7.2 launch to complete.
Complete the Class Mount Quest
Complete the Mage class mount quest line, which requires finishing the Broken Shore campaign. You do not need to complete A Second Weapon — that quest line is not required.
Earn Power Ascended
Level at least one Mage artifact weapon to level 52 to earn the Power Ascended achievement, which is required before the toy becomes available on the vendor.
Purchase from Uthel'nay
Visit Uthel'nay in the Hall of the Guardian and purchase the Magical Saucer. The 
Akazamzarak's Spare Hat also becomes available from the same vendor after completing this progression.
Tips
Battle pets with special interactions continue to function while riding on the Magical Saucer, including pets that sit on you, the Brewfest Keg Pony, and pets that interact with a Flaming Hoop — even while you are mounted or flying.
