The 
Bag of Furious Winds is a toy that releases wind when activated, and it drops from rare enemies spawning during Thunderstorm elemental storms in Dragonflight.

Farm Thunderstorm rare spawns
Travel to areas with active Thunderstorm elemental storms and defeat the four rare enemies that spawn within them. Each character can loot from one specific rare per day, so rotate between multiple characters or realms to farm efficiently. Drop rates vary; players have reported the toy dropping between 17 and 43 kills.
Use the toy
Once you obtain the Bag of Furious Winds, point the bag away from home, plant your feet firmly on the ground, and remove the string to release the winds.
Tips
Focus your farming on Thunderstorm storms specifically, as all four rare spawns occur within this storm type.
If a Thunderstorm appears in one location, it will also be active on different realms and different Warmode settings simultaneously.
Rare enemies spawn roughly every 20 to 40 minutes, averaging around four spawns per storm.
