Source: Pet Battle. Tundra penguins often gather in large groups on the ice for protection against aquatic threats. Unfortunately this makes them easy prey for humanoi... Aquatic type. The Dragonbone Hatchlings are grouped very close together in Dragonblight, and spawn very fast.
The Tundra Penguin is a wild battle pet found on ice floes along the coasts of Dragonblight and Borean Tundra in Northrend, where visible penguin clusters are common but capturable battle pet spawns are rare.

Fight Borean Marmots First
The quickest method is to battle Borean Marmots in Borean Tundra, as they frequently have Tundra Penguins in their teams as companions. Arctic Hares in the area also commonly bring Tundra Penguins into battle.
Try Dragonblight Dragonbone Hatchlings
The Dragonbone Hatchlings in Dragonblight spawn in large, tightly clustered groups with very fast respawn rates and regularly include Tundra Penguins on their teams, making it possible to find rare-quality Tundra Penguins without ever waiting long between fights.
Choose the Right Stats
Tundra Penguin caps at 1627 HP as a rare and comes in two stat builds: 289 Power with 244 Speed, or 260 Power with 273 Speed. Since 273 Speed does not reach a breakpoint to go first anyway, the 289/244 build is the better choice.
