Tiny Twister
Source: Pet Battle. Twisters delight in sneaking up on unsuspecting creatures and surprising them with gusts up their nostrils. Elemental type. these pets are NOT dependent on time or weather, at all. they are affected by killing other battle pets in the zone.
Tiny Twister is a wild pet found in the Eastern Kingdoms, specifically at the Circle of Outer Binding in Arathi, and spawns by killing other battle pets in the zone to trigger respawns on its spawn points.

Travel to Arathi
Head to the Circle of Outer Binding in Arathi, where Tiny Twister spawns alongside other battle pets in the area.
Kill Battle Pets to Force Spawns
Kill battle pets throughout the zone — by battling them or defeating them outright — to trigger zone respawns, which have a chance to place a Tiny Twister on one of its spawn points. The Thundering Exiles are NOT placeholders; killing them has no effect on Tiny Twister spawns.
Circle Back and Check Spawns
After killing pets around the zone, circle back to the Circle of Outer Binding to check if a Tiny Twister has appeared. Only one spawns at a time, so if you kill it, do a few more passes killing other pets in the zone before returning to check again.
Use a Low-Level Pet Team
Tiny Twister can be killed accidentally if your pet team is too high in level, so swap to a lower-level team before attempting to battle it to avoid an accidental kill.
Tips
Tiny Twister spawns are not tied to time of day or weather conditions — only killing other battle pets in the zone influences its respawn.
