Sold by Quartermaster Huseng. This what your mother always warned you would happen if you ate grass that was struck by lightning. Beast type. Found a few of these scattered amongst other pets at the Fire Invasion near the Obsidian Citadel in The Waking Shores.
The Storm-Touched Stomper is a wild battle pet found in The Waking Shores that only appears during active Elemental Storm invasions.

Unlock World Quests First
To access Elemental Storm events, complete the first half of Loremaster of the Dragon Isles on at least one character. Focus on campaign quests marked with a yellow exclamation point inside a brown shield, and collect all four oathstones: Black, Green, Blue, and Bronze. You do not need to complete any Sojourner achievements on the right side of the achievement pane.
Travel to The Waking Shores
Head to The Waking Shores and watch for an active Fire Invasion Elemental Storm event. The Storm-Touched Stomper has been found near Scalecracker Keep at 27.79, 73.94 during these events. This pet is Storm-Touched Stomper is specific to The Waking Shores and will only be present while the elemental invasion is active.
Battle the Level 25 Pet
The Storm-Touched Stomper spawns at level 25 and has been found in S/S and P/S breeds. Head to at 67, 26.66 as an additional known spawn location near Scalecracker Keep during the Fire Invasion event.
Tips
The Storm-Touched Stomper only appears during Fire Invasion Elemental Storm events in The Waking Shores — it will not be present when no invasion is active.
Known breeds for this pet are S/S and P/S, so capture multiples if you want a specific breed.
