Fly to The Transformatory
Head to The Transformatory area in Azj-Kahet. At 67.36, 71.09, fly upward — you are looking for a webbed platform building suspended in the sky, not the topmost one, but the one just beneath it.
Enter and Dodge the Webs
Once inside the building, navigate the webs on the floor. Either go right and jump over the narrowest part of the webs, or jump onto the bar to the left and walk along it to avoid falling into the webs entirely.
Loot the Trapped Trove
Open the Trapped Trove chest at 67.38, 74.43 to receive Spinner. Note that the chest can despawn after being looted by another player, so you may need to wait for it to respawn if another player has already opened it.
Tips
Spinner will occasionally spin a web puddle beneath itself while following you. If the spreading web — roughly 2 yards wide — reaches you while standing still, it applies a 90% movement slow that decreases in 30% increments only when you begin moving. Jumping does not reduce this debuff.
