Locate the Spawn Points
Spawn of Onyxia are generally level 12 wild pets. Two typically spawn outside the cave at the very south, with several others within walking distance of those spawn points.
Clear Nearby Pet Spawns
Spawn of Onyxia most likely shares a spawn table with all other battle pets in the area, so if other players have been cherry-picking only the Spawns, the remaining spawn slots will be occupied by other pets — defeat those other pets to free up spawn slots for more Spawns of Onyxia to appear.
Use the Correct Ability Combo
When battling with your captured Spawn of Onyxia, use the combination of Tail Sweep, Healing Flame, and Lift Off — Tail Sweep is especially strong when Spawn of Onyxia is slower than its opponent, so a breed with lower Speed stat is preferred over one heavily invested in Speed.
Kill Searing Hatchlings While Waiting
While waiting for Spawn of Onyxia to respawn, kill the nearby Searing Hatchlings, as they have a low chance to drop the 
Dark Whelpling.
Tips
Spawn of Onyxia shares its appearance and abilities with the Onyxian Whelpling, and is considered a strong alternative for players who missed the Onyxian Whelpling during WoW's 5th Anniversary.
This pet counts toward the Family Reunion achievement, making it one of the few capturable dragons that qualifies.
