Travel to Twilight Highlands
Head to Twilight Highlands and locate the cave at 33.7, 36.8, where a Highlands Mouse has been spotted spawning after server reboots.
Battle Secondary Spawn Pets
Since the Highlands Mouse is extremely rare as a primary spawn, battle every Wildhammer Gryphon Hatchling, Black Rat, Scorpid, Cockroach, Rattlesnake, Highlands Turkey, Highlands Skunk, Twilight Spider, Grizzly Squirrel, Twilight Fiendling, and Yellow-Bellied Marmot you find in the zone — the Highlands Mouse frequently appears as a secondary pet in these encounters.
Avoid Unproductive Pet Battles
Skip battles against Huge Toads, Water Snakes, and Shore Crabs, as the Highlands Mouse does not appear as a secondary pet in those fights.

The Yellow-Bellied Marmot has been confirmed by players as a reliable secondary spawn source for the Highlands Mouse.
