Reach Level 80 First
You cannot interact with the highlighted Hallowfall Sparkfly until you are level 80, so complete your leveling before attempting this.
Restore Stillstone Pond Keyflame
Collect 3x 
Radiant Remnant — picked up from the ground or dropped by creatures in the Keyflame area and throughout Hallowfall — then use them to restore the lesser Stillstone Pond Keyflame in Hallowfall.
Buy the Sparkbug Jar
After restoring the Keyflame, Taerry Bilgestone becomes available as a vendor. Purchase one Sparkbug Jar for 2x Radiant Remnant.
Activate Jar Near Waters
Activate the Sparkbug Jar and walk (do not fly, and avoid moving too fast) along the vegetation near the waters of Stillstone Pond, starting around at 65.84, 25.13. The jar places a purple glow around you, and you will begin to see emotes about Sparkbugs taking an interest in your light.
Interact With Sparkfly
Stay within the Stillstone Pond zone near the waters and watch for highlighted Hallowfall Sparkfly with a purple outline — they can spawn anywhere in this area. Interact with them (do not kill them) to receive the Hallowed Glowfly pet. You can collect more than one.
Tips
Following the river north or south from Stillstone Pond at 65.84, 25.13 causes Shadowstarved Spawnlings and Curious Sparkflys to spawn at set locations, but the Hallowed Glowfly itself spawns at different spots each time — staying within the full Stillstone Pond zone is the most reliable approach.
You do not need to kill the Curious Sparkflys or Shadowstarved Spawnlings that appear while searching.
