H4ND-EE is a wild battle pet found exclusively inside the Mechagon Underground section of Operation: Mechagon, spawning one at a time per instance run.

Unlock Underground Access
Enter Operation: Mechagon and defeat the first five bosses to unlock access to the underground portion of the dungeon. You do not need to clear the entire instance, only progress far enough to open underground access.
Locate H4ND-EE Underground
After defeating K.U.-J.O., search the square room leading into The Under Junk level and the area just before Machinist's Garden — H4ND-EE spawns in this stretch of the underground. Only one H4ND-EE exists per instance at a time, so use /tar h4nd to quickly locate it, as it can appear in corners of this area.
Reset Instance to Respawn Pet
If another player captures H4ND-EE before you, or no pet is present, reset the instance to trigger a fresh spawn. Exit the instance, reset the dungeon, then re-enter through the portal to find H4ND-EE again. Alternatively, defeating five other battle pets inside the instance has also caused H4ND-EE to respawn without a full reset.
Visit Malfunctioning Beastbot
If you prefer to skip farming the dungeon, the Malfunctioning Beastbot at 60.8, 42.0 in Mechagon sells H4ND-EE and can be visited as an alternative source.
Tips
After King Mechagon is defeated, you can backtrack through the last three boss zones to search for H4ND-EE without competing with an active group clear.
H4ND-EE appears on your minimap as you head down toward the vehicle transport after porting into the final boss room.
