Head to The Arboretum and look near the island for Garden Frogs. Spawns are limited at any given time, with roughly a 5-minute respawn timer between them.
Battle for a Rare
Garden Frogs also appear as secondaries in nearby pet battles. Based on player experience, roughly 3 out of every 20 fights will yield a Garden Frog as a secondary, with approximately one of those being rare quality.

After checking the island area for Garden Frogs, battle other pets nearby while waiting for respawns rather than standing idle.
