Sold by Flik. For every frog, a prince and princess in waiting. Aquatic type. I can confirm that they can appear as secondary pets to toads and other creatures in the area, I have just battled one as a secondary with a toad and also one with a squirrel.
The Frog is a wild battle pet found in Kalimdor, caught along river banks where it appears less commonly than toads but still frequently enough to secure a rare quality after a few attempts.

Head to river bank areas in Kalimdor to find Frogs in the wild. They are less common than toads in the area, but a rare quality Frog can be found after a few battles.

Frogs can appear as secondary pets when battling toads and squirrels in the area, so engaging those creatures gives additional opportunities to encounter one.
Capture With Terrible Turnip
Use a Terrible Turnip when capturing the Frog, as its ability cannot kill the target, preventing accidental deaths during the capture attempt.
