Find and defeat Plaguefeather
Travel to Plaguefeather at 35.2, 64.8 in Arathi Highlands, south of Refuge Pointe, and defeat the rare to obtain the Plagued Egg.
Open the Plagued Egg
Use the Plagued Egg in your inventory to obtain Foulfeather.

Plaguefeather respawns after each warfront faction control switch cycle in the Battle for Azeroth Arathi Highlands.
