Fledgling Nether Ray
Sold by Grella. Adult nether rays are relatively docile, but their younglings are short-tempered and highly energetic beasts. Flying type. I've found them all over Netherstorm (mostly along the edges of each island), however they're rather spread out.
The Fledgling Nether Ray is a wild pet found in Netherstorm that can be captured through Pet Battle.

Travel to Netherstorm
Head to Netherstorm and search along the edges of the islands for Fledgling Nether Ray spawns. There are none inside the pink bubble areas, so focus your search on the outer island edges. Area 52 is a convenient base since there is a stable master there and spawns appear nearby.
Locate the Pet
If you see a Fledgling Nether Ray on your minimap via Track Pets but cannot find it on the ground, look up — they sometimes fly high in the sky but can still be battled while airborne. They can also clip into hillsides and terrain; if this happens, wait a moment and the pet will re-emerge to an accessible position.
Battle and Capture
Fledgling Nether Ray are level 19 wild pets. Their ability set covers flying, critters, mechanicals, humanoids, and aquatics, and they take reduced damage from beasts. Capture one to add it to your collection.
Tips
The Fledgling Nether Ray cannot actually fly — if you mount a flying mount with it summoned, it will despawn like other non-flying pets.
The Nether Roach is another rare pet found in the same area of Netherstorm.
