Farm Fel-Spotted Eggs
Kill Sabuul at 44.2, 49.8 in Mac'aree, Naroua at 70.5, 33.7 in Krokuun, and Varga at 64.3, 48.2 in the Antoran Wastes — each has a chance to drop a Fel-Spotted Egg. Only one of these rares is active at a time, each within a roughly 4-hour window before despawning, so cycle between them as they become available.
Wait for the Egg to Hatch
Once you have a Fel-Spotted Egg in your bags, it will transform into a Cracked Fel-Spotted Egg after 5 days — you do not need to do anything special, just leave it in your inventory.
Open the Cracked Egg
Open the Cracked Fel-Spotted Egg and hope for the Docile Skyfin — it shares the loot table with 
Fel-Afflicted Skyfin, 
Scintillating Mana Ray, 
Felglow Mana Ray,

Tips
The world quest for Sabuul, Naroua, or Varga does not need to be active to receive a Fel-Spotted Egg drop, but farming is easier on days when a world quest is up for one of these rares.
Kaara the Pale at 38.7, 55.8 is rumored to also drop a Fel-Spotted Egg, though this is not confirmed.
