Drops from Conflagros. This is what happens when you try to one-up Pip Quickwit's tall tales of being stuck inside of dangerous creatures. Undead type. Not the clearest of references, because of the name "Ray", but this is literally a pet, and a detective, so that makes it a Pet Detective.
Detective Ray is a pet battle companion obtained by learning it from Rattling Bones, which drops from Conflagros in Darkshore.

Defeat Conflagros in Darkshore
Travel to Darkshore and defeat the rare spawn Conflagros at 39.2, 62 to obtain 
Rattling Bones. This drop is not guaranteed, but the item is cageable and tradeable on the Auction House if you prefer to purchase it from other players.
