Travel to Cinderbrew Meadery
Head to the Cinderbrew Meadery area and check at 68.26, 41.25 and 75.29, 43.96 for a battleable version of the Cinderhoney Emberstinger. Critter (non-battleable) versions can occupy spawn spots in place of the battle pet.
Kill Critters to Force Spawns
If no battleable Cinderhoney Emberstinger appears, kill the non-battleable critter versions to encourage a battle pet version to spawn. One confirmed battleable spawn was found at 69.85, 41.12, surrounded by mobs — spam-clicking it while approaching can help you engage the pet before pulling nearby enemies.
