Wait for Snow in Storm Peaks
Travel to the Storm Peaks and wait for a snowstorm to begin. The snow is weather-dependent and spawns unpredictably — the storm starts and ends very lightly, so move into the shadow of a tree to catch the faintest first or last flakes, which can be nearly invisible even on high graphics settings.
Search All Spawn Locations
Once snow begins falling, Arctic Fox Kits will spawn across the zone on any level ground. Check all of the following locations: at 61.4, 42.4 then at 67.2, 47.4, continuing south to at 51, 74.2 and at 48.2, 83.6, then at 42, 80.8, at 37, 87.2, at 31, 85.2, at 29.2, 67.2, at 28, 64.6, at 22.6, 61, and at 28.2, 52.6. As the snow intensifies, kits will spawn in greater numbers across all of these spots.
Battle Until You Find a Rare
Engage Arctic Fox Kits in pet battles across the spawn points listed above. It may take around 15 or more battles before a Rare quality kit appears, so work through all the locations rather than focusing on any single spot.
Tips
The snowstorm begins and ends so gradually that snowflakes may only be visible when standing in the shadow of a tree, even with high graphics settings.
