Drops from Rai'vosh. "Cannot be used while moving." Splat! Thanks Blizzard.
Whispers of Rai'Vosh is a Draenor toy that grants a 10-second slow fall effect, purchasable from Rai'vosh in Shadowmoon Valley.

Purchase from Rai'vosh
Find Rai'vosh at 48.4, 22.4 in Shadowmoon Valley and purchase Whispers of Rai'Vosh from him.
Tips
The toy requires a 2-second cast time to activate, so you cannot use it while falling or moving.
The slow fall buff lasts only 10 seconds and has a 1-hour cooldown, making it unreliable for emergency situations.
Classes with mobility tools like Hunters can use Aspect of the Fox to cast this while moving, providing a workaround to the movement restriction.
