Smoked Elderhorn as part of the bonding process.

Obtain Snowfeather Hatchling Pet
You must first have the Snowfeather Hatchling falcosaur battle pet, as the entire questline — and the Tiny Pack toy — is tied specifically to this pet.
Complete Falcosaur Questline
Progress through the Snowfeather Hatchling's bonding questline in Highmountain, feeding it Smoked Elderhorn as required along the way.
Turn In 9th Quest
The Tiny Pack toy is awarded upon turning in the 9th quest in the Snowfeather Hatchling questline — keep progressing through each successive quest until it is rewarded.
Use Toy on Falcosaur
The Tiny Pack can only be used on a Falcosaur pet, lasts until the pet is dismissed, and can be stacked with the other three falcosaur toys — 
Purple Blossom, 
Fake Teeth, and 
Dirty Spoon — to equip your falcosaur with all four cosmetic items at once.
