The Stormpike Insignia is a toy purchased from Prospector Stonehewer inside the Alterac Valley battleground during the preparation stage before the match begins.

Enter Alterac Valley Fresh
Queue for Alterac Valley and wait to be placed into a fresh match — Prospector Stonehewer only appears during the preparation stage before the battle begins and disappears once the gates open.
Locate Prospector Stonehewer
During the preparation stage, find Prospector Stonehewer standing at the gate on the left side of the Alliance starting area. Use /tar Prospector if you have trouble spotting him.
Purchase the Toy
Buy the Stormpike Insignia from Prospector Stonehewer — it is free and requires no reputation. Purchasing it will also unlock the Horde equivalent, 
Frostwolf Insignia, purchasable from Voggah Deathgrip.
Note the Battle of Alterac
Completing the Battle of Alterac quest may be a prerequisite for Prospector Stonehewer to appear as a vendor, so complete that quest beforehand if the NPC is not showing up.
Tips
Reaching Friendly reputation with the Stormpike Guard may help Prospector Stonehewer appear as a vendor if he is not initially visible.
This toy also obviates the need for the
Stormpike Insignia Rank 6 trinket and the 
Rune of Recall consumable.The Korrak's Revenge anniversary event brings this toy back each year, giving additional opportunities to obtain it.
